
A Local Road Safety Plan (LRSP) provides local road owners with a plan to address safety needs in their jurisdictions. An LRSP analyzes crashes and roadway data and tailor’s improvements to meet local needs. The final plan provides a prioritized list of issues and improvements that can be used to reduce fatalities and serious injuries on local roads. The plan should be viewed as a living document that can be updated to reflect changing needs and priorities within a community. In addition to providing a roadmap for capital projects and maintenance activities within a road department, a local road safety plan can also serve as a critical.
The T2 Local Government Assistance program works in partnership with KYTC HSIP to assist local agencies in developing a Local Road Safety Plan. The Local Government Assistance program
- works with city/county leadership to demonstrate benefits of developing a LRSP,
- conducts data crash data analysis to identify focus roadways within the community
- Identifies reliable strategic improvements and
- Works with communities to identify funding sources for improvements.
Many of the improvements identified by Local Road Safety Plans are derived from the FHWA list of Proven Safety Countermeasures, which have been implemented, tested and proven to be effective in reducing serious injury and fatal crashes. Many of these improvements are low-cost, systemic improvements, which are intended to be implemented system-wide or wherever certain risk factors are present. As such, systemic improvements can be used to proactively address the full road system in a county, as opposed to being restricted to specific locations where crashes have previously occurred.
