Local Government Assistance

Overview

Kentucky’s counties and cities own, maintain, and operate over 50,000 miles of roadway, representing over 64% of Kentucky’s total public road mileage. However, less than 10% of Kentucky’s counties employ a county engineer to assist with these efforts. The Local Government Assistance (LGA) program at T2 provides access to engineering resources and guidance as well as direct technical assistance to aid counties in delivering a safe and efficient public road system to Kentucky’s citizens and communities. LGA operates two programs; the Safety Circuit Rider Program, and the Local Road Safety Plan Program in cooperation with the Kentucky Transportation Cabinet (KYTC) Highway Safety Improvement Program (HSIP) and provides engineering technical assistance to local communities upon request.
 

Local Government Assistance Engineer

Adam Kirk, PE, PhD, is a research engineer with the Kentucky Transportation Center. Adam leads training courses for KYTC in traffic operations, geometric design and surveying. He is also an adjunct professor with the Department of Civil Engineering at the University of Kentucky. Adam Kirk works in coordination with subject matter experts at the Kentucky Transportation Center at UK, the University of Kentucky College of Engineering as well as KYTC and FHWA, to meet the needs of Kentucky’s local communities.

County Data Summaries

The T2 Local Government Assistance program also provides and makes accessible locally important data to be used by local agencies. This data is retrieved from other state sources, summarized and made available to county and city leadership. Currently, T2 provides access to interactive crash data and crash data summaries for each county and cities in Kentucky, and provides Bridge Priority Index information for locally owned bridges. 

The Technology Transfer Program provides crash data summaries and crash mapping for each county, based on crash data maintained by the Kentucky State Police at crashinformationky.org.
