Overview
The Safety Circuit Rider for the Technology Transfer Program uses crash data to locate high incident sites along roadways and assist communities in finding low cost roadway safety improvements. The Safety Circuit Rider works with local governments to remove fixed objects such as trees, brush, stumps, etc. and to install signage per MUTCD guidelines. This FREE technical advice is helping communities across the state of Kentucky save lives every day.
The Safety Circuit Rider program is made possible through funding from the Federal Highway Administration - Kentucky (FHWA-KY) in coordination with the Kentucky Transportation Cabinet (KYTC).
Local Government Assistance Engineer
Adam Kirk, PE, PhD, is a research engineer with the Kentucky Transportation Center. Adam leads training courses for KYTC in traffic operations, geometric design and surveying. He is also an adjunct professor with the Department of Civil Engineering at the University of Kentucky.

County Data Summaries
The Technology Transfer Program provides crash data summaries and crash mapping for each county, based on crash data maintained by the Kentucky State Police at crashinformationky.org.
To access this data, county officials and staff must request a username and password from Adam Kirk at adam.kirk@uky.edu.
Equipment Loan Program
This free program allows all local public agencies in Kentucky the opportunity to borrow the following items from the Technology Transfer Program at the Kentucky Transportation Center:
- Ball Bank Indicator
- Digital Level
- Retroreflector
- Shoulder Wedge Maker ("Safety Edge Shoe")
- Traffic Counter
- Speed Feedback Sign
